INDIVIDUAL ASSISTANCE – PRIVATE PROPERTY AND PRIVATE BUSINESS

The Incident Period is for the January floods is 6 January through a date yet determined.  Only damage from the floods occurring on or after 6 January should be reported.

The primary focus now is to compile damage reports from Snohomish County residents and businesses to qualify the County / State for Federal Disaster Aid to speed relief to our citizens.  Do not wait for a professional estimate of cost or insurance adjustor document to fill these forms out.  A "Best good faith guess" as to the cost of the damage is all that's required now. Again – do not wait for professional estimates.

The City of Stanwood and the Snohomish County Department of Emergency Management request city and county residents and businesses report their flood damages as indicated below:

Reporting Forms with instructions are posted on the DEM web page – link below:

                        http://www1.co.snohomish.wa.us/Departments/Emergency_Management/

Another way to access the same forms is using the links below:

Residential / Renters Damage Report Form
Business Damage Report Form
Business Economic Impact Report Form

Speed is important and the City and County request you complete and return the completed forms as soon as possible.  The forms can be returned either by:

                        Fax to (425) 423-9152, Email to DEM@snoco.org
(please ensure all information on the damage report form is included in  the same order in your email; scanned forms are also welcomed).

Those without access to fax or email may call the information in to the DEM Call Center at (425) 388-5060.  We are open Saturday and Sunday from 8 AM till 4 PM or Next week from 8 AM till 5 PM

Those affected by the flood should also continue to process damage claims with their insurance company, if covered.

The following is some additional general information to assist you when completing the Damage Report Forms:

Item 6 – Insurance Type:

Please state the exact type of insurance coverage you have (Flood,   Renters, Homeowners).

If you have Flood Insurance (NFIP) without a rider for contents then generally only the structure is covered.

A simple analogy would be to image picking the structure up, turning it upside down and shaking the contents out.  Turn it back over and set it down and what is left is all that's covered.

The shaken out contents are an uninsured loss without the appropriate rider.

Item 10 (Residential) or 12 (Business) – Damage Category:

If flood water levels in homes or businesses reach the electrical outlets on the walls (about 13 to 18 inches) should be annotated as "Major Damage"

If flood water levels in trailers / mobile homes reach the electrical outlets on the walls (about 13 to 18 inches) should be annotated as "Destroyed"

Item 8 (Residential) or 9 (Business) – Estimated Pre-Disaster Fair Market Value (FMV) of the Property:

Only include the value of the structure – do not include the value of the land.

Washington State / FEMA Individual Assistance (IA) Damage Assessment Teams are scheduled to conduct surveys of accessible flood damaged areas in the very near future.

We will also continue to accept Damage Reports for the December Winter Storm.

All municipalities and public agencies should continue to prepare the Public Assistance (PA) Preliminary Damage Assessment (PDA) reports for damages from both the December Winter Storms and January Flood (understanding that many areas are still inaccessible).
